Message The Valentine One and Passport 8500 are probably the two leading choices for a radar detector. It boils down to features of one that you prefer over the other.

As for jammers. Technically, anything that is capable of jamming a police radar would require an FCC license since you would be transmitting something back at them to effectively jam their signal. Passive jammers don't work - at least from the data I've seen (even Mythbusters got in on the act).

Your best defense is a good quality detector AND being aware of your surroundings. One of the things I've read recently is that you should be checking your rearview mirror at least every 30 seconds for approaching police/law enforcement vehicles. Look ahead as well. And lastly, if you drive the same route everyday - be perceptive of where speed traps are set up.
